Public facility scorecards.

No facility has been assessed, and none will be until the Council is incorporated, an independent board is seated, and the Certification Committee exists. When certification begins, every assessed facility appears here, including suspended and re-tiered facilities, with points by item, tier, quarterly fund statements, and the name of any recognized program designer used.
